What is the goal of this study?
The study will recommend utility improvements that align with the development of affordable housing in Desert Hot Springs. Implementation of the recommendations will be a catalyst for the construction of new affordable housing.
What is the timeframe for the study?
Due diligence began in December 2025, and the study will conclude by the end of June 2026.
Who should participate?
Anyone with knowledge and interest in the benefits of Desert Hot Springs’ economic development is encouraged to participate. That includes anyone who lives, works, or runs a business in the vicinity of the City.
How do I participate?
Take the surveys. These will provide insight into current conditions and future affordable housing needs.
Attend the public events. These events are intended to be educational and informative, and to create a forum where the community can ask questions and help guide the development of affordable housing.
How long will the survey take?
The survey includes 14 questions and the option to leave a comment. It should take less than 5 minutes to complete the survey.
What will the study do for the community?
The State has identified the City as a location that would benefit from increased affordable housing. The study will encourage the development of affordable housing that aligns with the community’s needs.
Will this have any negative effect on the community?
The study is funded by a grant administered by the Southern California Association of Governments, so there is no cost to the City. The study is informational and will recommend the next steps for implementing the improvements.
What should I be aware of?
The City is working in coordination with multiple stakeholders who are contributing to the study on your behalf. These include the Southern California Association of Governments, Mission Springs Water District, and the Coachella Valley Water District. You can have confidence that recommendations from the study have been reviewed and vetted by these agencies.

Mr. Herda is a licensed civil engineer and serves on the board of directors of the Jurupa Community Services District.
How long will the surveys be open?
We will leave the survey open for the duration of the project. For your comments to be incorporated into our research, please complete the survey by the end of May 2026.
